Welcome Message from Mayor Carolyn Broullon:

As Mayor, I want to welcome you to the Borough of Highlands. Whether you are just visiting our community for the first time, or a resident who lives here year-round, I’m sure that you will find this guide helpful.

Located within an hour of New York City via high-speed ferry, bus, train, or, car, Highlands is also the home of the Historic Twin Lights Lighthouse and minutes away from Gateway National Park (Sandy Hook / Fort Hancock Historic District). In addition to local bicycle, hiking and pedestrian trails, our local waterfront area provides access to fishing, boating, wind surfing, riverfront beaches and parks for all to enjoy. With our picturesque views of the New York City Skyline and the Atlantic Ocean, our natural land features offer a unique blend of opportunities from our shore line to the hills. I sincerely encourage you to explore and experience all that we have to offer.

As Highlands moves forward, we understand the need for growth and implementation of creative re-use and resilient rebuilding techniques within our residential and business areas. Although changes within our landscape are inevitable, I assure you that upon visiting or taking up residence in Highlands, you will find we have retained our small-town character and local identity --- one which has been preserved for over 112 years!

Lastly, as we continue our recovery from the impacts of Sandy, I wish to express my deepest appreciation to our dedicated local officials, municipal staff, community volunteers, residents, business owners, and visitors alike who have continued to seek solutions or offer assistance while working cooperatively to rebuild our community.
