Budget:
Works with Administrator and CFO to prepare the Annual Budget. Includes Tax Assessor, Tax Collector, Sewer Utility.

Councilwoman Kane

Public Works:
Liaison between the Department of Public Works and the Governing Body. With the Administrator sets schedules, budgets and purchasing. Includes: Street Department, Sanitation Department and Recycling also, works with the Highlands Business Partnership during special events.

Mayor O'Neil

Public Safety:
Liaison between the Police Chief and the Governing Body. Also includes: Emergency Management

Building/Housing/Substandard Housing:
Liaison between the Building Department and the Governing Body. Includes: Code Enforcement, Substandard Housing Committee, Sub-code Inspectors: housing, fire, plumbing, electric.

Parks/Recreation:
Liaison between the Recreation Department and the Governing Body. Includes: Park maintenance and beautification, beach maintenance, also Liaison between civic groups and Governing Body: Garden Club, Senior Citizens Clubs.


Councilwoman Kane-Wells

Highlands Business Partnership Council Liaison:
Liaison between the Highlands Business Partnership and the Governing Body. Includes aiding Highlands economic development, revitalization, cultural and commercial contributions.

Councilwomen Broullon Shade Tree/Environmental:
Advises the Mayor and Council concerning the proper planting, care, ground maintenance, removal as well as possible administering of treatment to shade and ornamental trees and shrubbery

Councilman Card Sewer Authority:
Liaison between the Sewer Department and the Governing Body. Includes oversight of gravity main, pressure main, pump stations, unit additions and Liaison with "Township of Middletown Sewerage Authority".

Clam Plant:
Liaison between the Clam Depuration Plant and the Governing Body. Includes providing advice, consultation and assistance to continue to develop the property as a marine terminal/clam depuration facility.

Councilwoman Kane-Wells Board Of Education:
Liaison between the Highlands and Henry Hudson Regional School Board of Education and the Governing Body.
